I just published a book titled “The Limiting Principle How Privacy Became a Public Issue” with Columbia University Press on privacy in the Early Information Age. It explores changes in privacy governance and norms amidst the moral panics, technological changes, and social dislocations of the late 19th and early 20th centuries. Some of my current work focuses on the use of artificial intelligence and algorithmic risk scoring tools in public administration; and I am about the begin work on a second book-length project on the racialization of administrative records in the United States. At UW-Madison I will begin to teach courses on the politics of personal data (Spring 2026) and on the societal impacts of Al (Fall 2026).
